Explore the Wildlife of the West End The West End is a haven for bird species, including those of highest conservation concern: American Oystercatcher With its striking orange beak and bold black-and-brown plummage, this shorebird can be found near tidal flats. Piping Plover These small, pale sand-colored birds are a delight to spot as they dart along the beach. Snowy & Wilson’s Plovers Both species are well-camouflaged in the sand and rely on the preserve for nesting. You might also encounter gull-billed terns, the stunning reddish egret, and flocks of red knots during migration. Coastal Wildlife From the shimmering salt marshes to thesweeping dunes, the preserve is teeming withlife. Watch for crabs scuttling along thebeach, fish jumping in the surf, and dolphinsplaying just offshore. Sea Turtles The West End beaches are also important nesting grounds for sea turtles, which return to these shores year after year to lay their eggs. Dauphin Island employs various boards and commissions to serve in the best interest of the town. Also, download various forms and documents. Planning Commission The objectives of the Planning Commission are to assist the Mayor and Town Council in the preparation, maintenance and implementation of plans, regulations and ordinances for the orderly development of the Town. The Planning Commission meets on the second Tuesday of each month in the Town Council Chambers of the Town Hall, 1011 Bienville Boulevard. Dauphin Island, Alabama 36528. The meetings are scheduled to begin at 5:00 PM unless a public hearing is scheduled or a special meeting is called by the Chairman. The Planning Commission consists of nine members, including the Mayor, one other member of the Town Council and an Administrative Official of the Town. These three members serve four-year terms corresponding to the term of the Mayor. The other six positions are filled by citizens who are appointed by the Mayor. Their term of office is six years. All members of the Planning Commission shall be full-time residents of Dauphin Island. All terms of office coincide with the fiscal year for the Town of Dauphin Island beginning the first of October and ending on the last day of September each year. Any vacancy in the commission membership caused by death, resignation or removal for cause shall be filled for the unexpired term by appointment of the Mayor except for a Council Member, whose unexpired term shall be filled by selection of the Council from among its remaining members. Any Commission Member absent for three consecutive meetings (excluding excused absences) shall be replaced. The administrative powers of the Board include deciding appeals where there is an alleged error, to grant special exceptions to the zoning ordinance and to authorize specific variances from the terms of the ordinance when an unnecessary hardship is proven. When a request for an appeal is received, the Secretary will schedule a public hearing for the fourth Monday of the month to hear the appeal. The meetings are scheduled to begin at 4:00 PM in the Town Council Chambers of the Town Hall, 1011 Bienville Boulevard, Dauphin Island, Alabama 36528 unless a special meeting is called by the Chairman and set for a different time. The Board of Adjustments consists of five regular members and two supernumerary members. The positions are filled by citizens who are appointed by the Mayor. Their term of office is three years. The Public Works Department is responsible for the maintenance and upkeep of all Town properties, including public rights-of-way. Keeping Dauphin Island running smoothly for residents and visitors. Crew members also assist with special events and community functions and are responsible for animal control services. Grievance Procedure for Discrimination Complaints Relating to the Town's Programs, Services, and Activities* This Grievance Procedure is established to met the requirements of state and federal non-discrimination laws, including, but not limited to the Americans with Disabilities Act of 1990("ADA"), Title Vl of the Civil Rights Act 1964 ("Title VI"), Title IX of the Education of Amendments of 1972 (“Title IX”), section 504 of the Rehabilitation Act of 1973, and the Age Discrimination Act of 1975, as well as state and federal grant requirements. The Town does not discriminate on the basis of race, color, religion, national origin, sex, sexual orientation, gender identity or expression, ancestry, age, disability, familial or marital status, military service, or any other characteristic protected by law, in its programs, services, or activities. This Grievance Procedure may be used by anyone who wishes to file a complaint alleging discrimination on the basis of a protected characteristic in the provision of services, activities, programs, or benefits by the Town of Dauphin Island. (The Town of Dauphin Island’s Human Resources policies govern employment-related plaints of discrimination.) The complaint should be in writing and contain information about the alleged discrimination such as name, address, phone number of the complainant and location, date, and description of the problem. Alternative means of filing complaints, such as personal interviews or a tape recording of the complaint, will be available upon request. Within 15 calendar days of the meeting, unless another date is agreed to in writing, the Town Clerk or his or her designee will respond in writing, and where appropriate, in a format accessible to the complainant, such as large print or audio tape. The response will explain the position of the Town of Dauphin Island and offer options for substantive resolution of the complaint, if appropriate. If the response by the Town Clerk or his or her designee does not satisfactorily resolve the issue, the complainant and/or their designee may appeal the decision within 15 calendar days after receipt of the response to the Mayor or his or her designee. Within 30 calendar days after receipt of the appeal, the Mayor or his or her designee will meet with the complainant to discuss the complaint and possible resolutions. Within 30 calendar days after the meeting, the Mayor or his or her designee will respond in writing, and, where appropriate, in a format accessible to the complainant, with a final resolution of the complaint. All written complaints received by the Town Clerk or his or her designee, appeals to the Mayor of his or her designee, and responses from these two offices will be retained by the Town of Dauphin Island for at least three (3) years. *Please note that employment issues should be addressed through applicable Human Resources policies and/or any governing collective bargaining agreement. Get a business license or permit for the Town of Dauphin Island. Business License Business Licenses are valid until December 31st. There is a grace period until January 31st, if a License is not renewed by then a $27 late fee will be added on to the license amount. Online Application Process for License This link is our portal: https://www4.citizenserve.com/dauphinisland Locate "Apply for a license" and fill out the online application and attach all required documents. Approval process starts once the completed application is submitted. Once approved you will be able to pay online through the portal, or call Wendy at 251-861-5525 X 223 to pay over the phone. Once paid for an issued copy of your license will be uploaded onto the portal under “View my License”. Permits All permits can be applied for on our portal or at Town Hall All “new build” permits are valid a year from the issuance date. For example, if the permit is issued on 5/1/22, the permit will expire 5/1/23. All other permits are valid for 6 months but can be extendedfor free (per the Building Official) once permit is expired. After the first extension we can extend it an additional time for a $75 fee. All building permits require a contract and materials/labor cost list. Renewal Process for License If you are a returning portal user, follow these steps: Go to: https://www4.citizenserve.com/dauphinisland Log in and go to services, business license, click "renew my license" on the left-hand side. Verify information, make changes as needed, upload required documents, enter gross receipts for Dauphin Island only, sign and submit. Your license will then get sent over to the building department, once approved you will be able to make a payment on the portal. Once your information is submitted, approved and then paid for, your license will be issued. After issued, you can print directly from the portal. If you did NOT use the portal last year, we will be happy to send you a renewal form that contains your username and password to set up an account.
